Developer's appeal has been dismissed by the Planning Inspectorate

Appeal Ref: APP/L5180/A/09/2110641 & APP/L5810/E/09/2110657 have been dismissed by the Planning Inspectorate for the following main issues:

a) Whether the proposed development would provide a sufficient level of affordable housing in terms of number and tenure mix.
b) The effect of the proposed development on existing facilities in respect of education, health, public realm and open space, playing pitches and transport facilities.
c) The effect of the proposal on sustainable modes of travel.
d) Whether the proposal would achieve the appropriate CO2 emission reductions.

Appeal by Hamilton Lofts is rejected

The appeal by the developer against Richmond council's decision to reject plans to demolish and redevelop HEW has been resoundingly rejected by the Planning Inspectorate. The campaign team are delighted and have vowed to continue to fight any subsequent attempts to ruin these historic buildings.

The planning inspectorate failed to find in favour of the Appellant on several grounds, most notably that the character and appearance of the proposal was not in keeping with the existing conservation area, and concerns around the impact the proposed structures would have on local residents in Talbot Road.

Final day of Public Inquiry

Third day of Inquiry held in York House. Third party representations were made by Cllr David Marlow and Peter Lineham (Talbot Road). Closing statements were made by both sides of the Appeal. The inspector visited the site and surrounding area including the gardens and back bedrooms of No 49 and 51 Talbot Road.
