Appeal by Hamilton Lofts is rejected The appeal by the developer against Richmond council's decision to reject plans to demolish and redevelop HEW has been resoundingly rejected by the Planning Inspectorate. The campaign team are delighted and have vowed to continue to fight any subsequent attempts to ruin these historic buildings. The planning inspectorate failed to find in favour of the Appellant on several grounds, most notably that the character and appearance of the proposal was not in keeping with the existing conservation area, and concerns around the impact the proposed structures would have on local residents in Talbot Road.
